Hey, I’m Brazilian, a lawyer, and in a long distance relationship too (boyfriend from Germany)! I’d really like to thank for the initiative of creating this website and movement – I really hope this situation will be overcome by all bi-national couples as soon as possible! So, the Official Journal of the federal government of Brazil published on July 29th, 2020 the ordinance that allows, from that date on, foreigners from any countries to enter Brazilian territory by air with the exception of the States of Mato Grosso do Sul, Paraíba, Rondônia, Rio Grande do Sul and Tocantins (https://www.in.gov.br/web/dou/-/portaria-cc-pr/mjsp/minfra/ms-n-1-de-29-de-julho-de-2020-269235614). Note that the entry remains forbidden via land transit at borders or in waterway transport for another 30 days.
Also, for foreigners in a short stay, maximum of 90 days, it will be obligatory to present a Health Insurance, valid in all national territory and for the whole stay; and visa (if mandatory to enter Brazil).
Any other suggestions, such as presenting a negative Covid-19 test is simply a recommendation and not binding to the entry of foreigners as of now. In case the National Health Agency or any other regulations deems a negative test as mandatory, as per article 8 of the Ordinance, a complementary regulation will be published, I checked the National Health Agency website and nothing related to the matter thusfar: http://portal.anvisa.gov.br/coronavirus/regulamentos
The best is to check with the flight company, as a complementary regulation could be edited and published in the meantime – but as of now, a Health Insurance is sufficient. I hope this helps somehow!
