Wow, that is really strict! I'm a Canadian from B.C. Yes, each province does have its own restrictions, with the very North and maritime provinces being the most strict. No, you're not going to be whisked away to jail like settings. The hotels are normal hotels, set up for quarantine. Wifi, 3 meals, and some even allowing time outside. If you test positive, you will have to finish your quarantine at a government facility, but this by no way means a jail, or reduced rights. It isn't optional though, so many people are choosing to drive in.
