Belgium and usa

I'm Belgian and my boyfriend is American.
Belgium accepts as essential travel "fact partners" if we know each other for 1 year, if we met at least 20 days in minimum 2 trips.
We enter in that condition but I don't know how and where I have to make my request. Don't mind for me to go to usa or him to Belgium, but where to ask??? Embassy?, Ministry? It is difficult to have answer or appointment.

Hi,
In my case(She's American, I'm French), I sent an email to the consulate closest to her city. They answered within a few days. We weren't eligible for the travel pass but that's probably how you should do it.
If you have the time, you may consider spending two weeks outside the Schengen area to be able to enter the USA, if you have an ESTA(that's what I plan on doing).
