We (she from Malaysia, he from Germany) need your advice. We are confused about the current state of entering laws of Germany for her.

We will insert a short-version/tldr first and then give you some detailed information:

We are planning for her to come to Germany for months but we don’t meet the requirement of the German (or EU-) pandemic-laws as we didn’t know us before the pandemic (so we can’t use the exception for unmarried couples with the declaration of relationship).
We waited until Germany declared that fully vaccinated people are allowed to enter without restrictions starting July.
We are applying for her exit of Malaysia for the 5th time right now as we tried before to apply for MTP with different points of emphasis in the letters. We prioritized multiple factors just like our plan to marry, our plan to do business together or our life-circumstances.
Now we see that fully vaccinated people still need the decleration of relationshop for unmarried couples to enter. Even though the BMI homepage in English states different and the KL Embassy states different (See *1 *2)

So: Is it still required to have the declaration for unmarried couples even tho she is fully vaccinated?

And the whole story: During the pandemic we met online. It’s been 10 months and for the better part of it we are monitoring the situation of finally meeting in person. While that, we spend so much time together and we got more aware of that we both never want to spend a day without the other, we had to be patient.

As the plan always has been that she wants to come to Germany (and is actively learning German for months), the German laws were prohibiting her arrival earlier this year. Despite the Malaysian Government is making it almost impossible for her to leave her own country (we think that MTP is almost dictatorship-like measurement that historicaly reminds us about North Korea or GDR), we always informed ourselves how the German requirements are.

And there was just one solution for her to enter during those times: The exception for unmarried couples with the declaration of relationship.

But since we didn’t know us before the pandemic of course we can’t meet the requirements of the relationship declaration (that requires that a meeting has been in place before).

It’s paradox: The pandemic is going on for one and a half years. We can’t travel since that. Mostly we can’t even go outside with the lockdowns in charge. But if and when we find love online in those dark and lonely times (like we did), we can’t follow our heart. So how should we meet? Shoudl we all stay single and alone now?

As you can imagine, we were so happy at the end of July when the German ministry of immigration finally declared that fully vaccination people (from non-EU states) could enter Germany for any reason and don’t necessarily need the declaration of relationship anymore.

Back then he called the BMI and the Bundespolizei at the airport, since the government is in charge for creating the laws and the police is in charge for applying those laws. And we got sure that this was really the case. He stated our case to them and both said that under the new law-version fully vaccinated people don’t need the exception from the travel restrictions (for example with the relationship declaration) anymore and we would be good to go...

…but now we see multiple posts on Facebook (in the last few weeks) where couples say that even though he or she were fully vaccinated (with a vaccination brand officially recognized in Germany) they were asked to have that declaration of relationship at the border by the Bundespolizei.

So we were curious: We did those phone calls, we looked it up on the BMI homepage, we had those informations.

But now when he tries to look it up on the German side, the information is not to find as and where it was before. The wording in German is twisting.

So with the fact that multiple persons report they still needed the declaration of relationship for unmarried couples to enter Germany even though they were fully vaccinated and due to the fact we can’t find the information on the German BMI page, we are wondering what is true now.

Please, someone can help us here?
